Some 75 per cent of crashes in the metropolitan area were multi-vehicle crashes with failure to give way the main cause.Accidents in regional WA were less likely to be multi-vehicle crashes and more likely to occur on roads with 110kph speed zones."It was a bit disturbing to discover that a significant proportion of these riders were unlicensed, or driving out of class, or had excessive alcohol in their system," Ms Harvey said."A zero BAC limit for a learner driver just seems quite logical, particularly on a motorcycle which does behave very very differently to a motor vehicle."She said while the recommendations were for a one- to four-year period, they would be launching education campaigns immediately.The review also recommends possible changes to the licensing requirements for mopeds and scooters, by removing the ability to ride a moped on a current WA car licence.Under the proposal, moped riders would need a specific motorcycle licence.Ms Harvey said, however, scooters were popular with tourists and she did not accept a need for change there.
